There are multiple ways to obtain character cards in Genshin Impact version 3.3:

Defeat Characters in Card Duel

One of the easiest ways to unlock character cards is by beating characters in a card duel. To start the battle, interact with the bulletin board at Cat’s Tail and select “Invite Character.” Once the battle begins, defeat the opponent to receive the character’s card.

However, it's worth noting that you complete the “Battlefield of Dice, Cats, and Cards” quest before you can challenge the characters.

Match Invitation Letters

Match Invitation Letter is a brand new 3-star consumable item that can be obtained from Card Shop and leveled up as a Genius Invokation player. Using this item, one can invite playable characters for a duel to eventually unlock the cards.

Purchase At Card Shop

You can buy a few sets of TCG cards from the Card shop, such as Equipment Cards, Support Cards, and Event Cards. Unfortunately, players cannot buy Character Cards from the Genshin Impact's card shop.
