In Koboh, you will often visit Pyloon's Saloon to talk with the residents there. In Pyloon's Saloon, you will meet a person named Moran.
All you need to do is talk to Moran every time you visit Pyloon's Saloon. That's it. Eventually, he will start opening up to you and will start giving you details about his backstory and his life. As he opens up to you, he will eventually unlock the locked door in Pyloon's Saloon. It will just take some story progression to get there.
