It will take quite some time before Fezandipiti is available to capture.
To find Fezandipiti, you must first complete the main story of The Teal Mask. You will know that you are ready to catch Fezandipiti when the screen says "To Be Continued." Once that screen has been reached, Fezandipiti will be available for capture. Fezandipiti will be located on Oni Mountain. From Kitakami Hall, head north until you reach Oni Mountain.
