To get a Turtle Shell in Sons of The Forest, you'll need to find and kill a sea turtle. You can find sea turtles on the game's beaches, which are quite common. You won't need to go very far out to find them. In the summer and spring, you may even be able to find them laying turtle eggs, another resource.
When you kill a turtle, you'll not only get their shell and possibly find eggs nearby, but you'll also get meat. Therefore, it's definitely worth seeking out some turtles, especially early on since they're a reliable and relatively common food source.
Note that you'll only be able to get Turtle Shells from sea turtles; the much rarer freshwater turtles do not offer Turtle Shells when you kill them. Instead, they'll only give you meat. However, they're only found in freshwater lakes (as their name implies), so you're quite unlikely to see them on your search for a sea turtle.
