As per the information available, just like Travelling Merchant, Black Merchant Jester will spawn randomly on the map but it will be rare. The merchant will have a purple light and special sound effect will be played in the game when he spawns. 

The time and biome that you are in doesn't matter; however, will despawn after a few minutes, so if you want to trade, be quick!
