You can get a Blue Shard after you defeat the new Cremation world boss in Heroes World. The only catch is there is no guarantee you'll get it on your first attempt. There is only a 1% chance that the Blue Shard will drop—so you can expect to fight him quite a few times before you obtain it.

To find the Cremation Boss in Heroes World, just go to The Bridge. He's not too difficult to kill, provided you have strong gear and abilities equipped. If he isn't there, it's possible Cremation hasn't spawned yet (or someone has already defeated him). In either case, you can try server hop or just hang around the area and wait for Cremation to respawn.
