To begin Captain's Neptune quest in Fisch, go to Grand Reef Island (X: -3,576, Y: 151, Z: 523) behind the Forsaken Shores. When you arrive, look for the areas where storms are raging—you'll notice whirlpools marking these locations.
Near the whirlpools, you'll find a Pirate Ship. Board the ship and speak with Captain Neptune to start the quest in Fisch. He will give you a single task: complete the Atlantean Storm Bestiary (pretty easy).
Once you've caught all eight species, return to Captain Neptune on the Pirate Ship. Interact with him and confirm that you've completed the Atlantean Storm Bestiary to receive your rewards.
