A Universal Time Halloween update dropped with a ton of new content, including ability, skins, emotes, boss, and much more. Apart from this, a ton of balance changes and bug fixes have also been implemented to make the gameplay more balanced and smoother. Here are all the balance changes made to A Universal Time (AUT) 3.9 update.

King of Curses

  • Demon Descent
    • Aerial variant is now blockable
    • Aerial variant cannot turn when moving forward anymore
    • Aerial variant ragdoll time reduced
    • Ground variant travels further
  • Fiendish Rush
    • All variants are now perfect blockable
    • Reduced ragdoll time on held variant
  • Axe Kick
    • Ground variant is now perfect blockable
    • Aerial variant bypasses block + perfect block
  • Skull Crasher
    • No longer perfect blockable
  • Devil Throw
    • No longer perfect blockable
  • World Cutting Slash
    • Has a longer and wider hitbox
  • Supreme Martial Solution
    • Removed knockback manipulation
  • Fuga (Ultimate)
    • Now requires user to “prepare” opponents and fill a meter by attacking enemies before using
    • Is now cancelable at the start of the move
  • Malevolent Shrine
    • Damage scaling is now shared instead of being target to target
    • Shrine damage scaling ramp up has been increased
    • Victims attempting to escape will be stunned and knocked back towards the center
    • Shrine will temporarily stop slashing while the user is stunned or ragdolled

Kenbunshoku Haki 

  • Now based on meter
    • 0 HT (4 dodges, 10s duration)
    • 25 HT (8 dodges, 15s duration)
    • 50 HT (12 dodges, 20s duration)
    • 75 HT (16 dodges , 25s duration)
    • 100 HT (20 dodges, 30s duration)
  • Ken Haki's Stages now give 5% discount on the cooldown of the move starting from Stage 2
    • Stage 1: 0% reduction = 60 seconds
    • Stage 2: 5% reduction (3 seconds off) = 57 seconds
    • Stage 3: 10% reduction (6 seconds off) = 54 seconds
    • Stage 4: 15% reduction (9 seconds off) = 51 seconds
    • Stage 5: 20% reduction (12 seconds off) = 48 seconds

King Crimson

  • Downward Strike
    • Now has Hyperarmor
    • Buffed Hitbox
    • No longer perfect blockable 

Brickbattle

  • Ban Slam
    • Now soft ragdolls for 1 second
    • Now does 40 dmg 
    • Adjusted hitbox for Ban Slam
  • Bomb Jump
    • Now ragdolls for 1 second
  • Launch Rocket
    • now fires a homing rocket & is much faster
    • can now be blocked
    • explosion now ragdolls for two seconds

Shadow

  • Atomic Sword
    • Increased total damage 40 -> 50
    • Decreased total heat requirement 40 -> 35
    • Move now block breaks
    • Move is now parriable
    • Move now goes through counters
  • Highest 
    • Increased total heat requirement 65 -> 100
  • Shadow’s Retribution
    • Decreased total damage to 30
  • Silhouette Slashes
    •  Decreased damage increment by .1 (0.8 -> 0.7)
  • Atomic Flash
    • Increased cooldown 8s -> 12s
  • Shadowstep
    • Increased cooldown 2s -> 5s

 Joseph Hamon

  • Rebuff Overdrive
    • Now requires 35 meter
  • Cola 
    • Base damage + heal  increased to 15
  • Pepper Spray
    • No longer requires meter
  • Side Tackle
    • No longer requires meter 

Ope-Ope

  • Room
    • range increased to 125 > 150 studs
  • Counter Shock 
    • Counter shock grab damage 28 > 33.01
    • Counter shock grab damage is now AoE
    • Counter shock in Room damage total damage 45 > 50
  • Radio Knife
    • Total damage 36.25 > 38
  • Sterben Operation
    • Now deals AoE damage

Sticky Fingers

  • Rush Attack
    • First standoff rush attack speed increased to 1.35 (from 1.25)
  • Barrage
    • Finisher now applies the passive zipper effect
  • Hypnotic Flurry
    • Finisher zipper effect now does 2 damage per tick 
  • Pocket Render
    • Stun increased from 1s > 1.25s
  • Neck Slice
    • Zipper effect now does double the damage
  • Ripper Cord
    • Cooldown reduced to 15s
    • HT req reduced to 25
  • Cord Extension
    • Now blockbreaks
    • HT req reduced to 30
  • Zipper Resolution
    • HT req increased to 75
    • Now deals around 108 total dmg

The Strongest

  • Hollow Nuke
    • Is now cancellable when the player throws Blue out
  • Flash Combo (Mastery Variant)
    • Is now blockable

 Hito Model: Nika

  • Passive (Revive)
    • You can only have a maximum of 150 HP after reviving

Whitesnake + C-Moon + Made in Heaven

  • Prime Numbers
    • Heals for 20 hp per tick

The World: Over Heaven

  • Divine Thunder
    • Can now hit ragdoll
  • Behind and Above
    • All hits can now hit ragdoll (previously only the first hit)

The World: High Voltage

  • Fierce Rushdown 
    • now takes away the meter it requires.
  • Vicious Cleave
    • armor removed
    • cooldown 12 -> 15
  • High Voltage
    • HT Req 100 > 75

Kars

  • “I always win!”
    • Counter slashing part is now AoE 
  • Sonic Blink
    • Cooldown increased to 12s
  • Superhuman Agility
    • Cooldown increased to 5s

Gryphon

  • Crescent Cycle
    • Walkspeed increased by +2 while barraging 
  • Lightning Draw
    • Now has hyper armor
  • Divine Departure
    • Hyper armor removed
  • Thunderous Shatter
    • Second hit (explosion) now blockbreaks

Kuro Claws 

  • Razor Swipe
    • Adjusted hyperarmor frames for Razor Swipe; it no longer has hyperarmor during its end frames.
  • Twister
    • Stun reduced 2s -> 0.8s
  • Shakushi
    • Damage reduced to 70 -> 50 

Suna

  • Sables: Pesado
    • No longer bypasses intangibility
