You can find Scarletite in The Velkroy Desert in the northwestern part of Dhalmekia. To be more specific, you will obtain the crafting material as a reward for completing the "Hot Water" side quest in Final Fantasy 16. However, this quest will only become available during the "Riddle of the Sands" main quest.
Another way that you can get Scarletite in Final Fantasy XVI is by completing the B-Tier Hunt challenge "Hill To Die On" near The Bandit's Bed in the northern part of The Velkroy Desert. Navigate to the location illustrated in the image below after it is unlocked.
