How Does Altar of Rites Work in Diablo 3 Season 28?
The Altar of Rites is a new mechanic, which, once unlocked, you can access the towns in Diablo 3 Season 28. Once you get there, you will see a bunch of Seals in a tree that you can unlock.
The order in which players unlock Seals to get their Legendary Powers in Diablo 3 Season 28 is completely up to them after unlocking the first Seal. An important note is that once a power is unlocked, it is applied to all your Seasonal characters. Blizzard explains:
Unlocking Seals and Potions will be no easy feat, especially after multiple sacrifices—you’ll find yourself rummaging across Sanctuary slaying scores of demons hellbent on preventing you from acquiring the Altar of Rites’ full power.

Once you unlock a Seal or Legendary Potion Power, you will receive a "small story scrap about Sanctuary's tumultuous past." Alongside this, you will gain the effects on all your characters.
