This isn't an open-world game per se, and these places aren't inter-connected. Dead Island 2 fast-travel explained
You unlock fast travel halfway through the main story in Dead Island 2 after reaching Venice Beach. Even then, you can't simply hop on the map menu and travel back and forth between different districts of the game seamlessly.
To fast-travel in Dead Island 2, you have to find and interact with a fast-travel map in the game. There's at least one of these in the main safe houses of every district.
Interact with a fast-travel map and select the district you want to travel to. While this isn't seamless, sadly, this is the only way to fast-travel in Dead Island 2. It also means, despite having a fast-travel system, you will still have to walk a lot to reach your desired destination in HELL-A.
