Cards like Cosmo, Enchantress, and Killmonger only really have one use and aren't as good as standalone cards for their stats or if they have nothing to react to. However, they perform their job to such a high degree that they can be game-winning under the right circumstances. Best Shang-Chi Decks In Marvel Snap
All of them. Joking aside, at the time of writing this, Shang-Chi is widely considered to be one of the best and most useful cards in Marvel Snap. Currently, when deckbuilding, you should probably start by adding Cosmo and Shang-Chi before deciding on the remaining ten cards for your deck.
As a tech card, Shang-Chi is great in almost any kind of deck. His effect will always be useful, regardless of the deck you use. However, to make this card even more useful, you can consider support cards like Zabu or Death, which capitalize on Shang-Chi's cost and effect.
Control Shang-Chi Deck
Shang-Chi is a four-cost card and a great inclusion into any deck running Zabu. The most recent iteration of the Sera control deck has introduced Zabu for even more turn-six shenanigans. Shang-Chi is played here alongside a myriad of other tech cards, such as Enchantress and Killmonger.
This deck's strategy is to play as reactively as possible. Players will want to go into turn six with negative turn priority and Sera on the board. This will allow you to drop Shang-Chi, Killmonger, Enchantress, and however many other cards as you can, safe in the knowledge that your On Reveals will always trigger last.

Alternatively, those lucky enough to have Galactus will definitely want to include Shang-Chi in their deck to take out any powerful cards on the final turn of the game.
