HoYoverse hasn't revealed all the details about Luka, and based on his abilities, he is best suited for DPS/sub-DPS role in the party, and here are the best light cones and relics you can use to build him.
Best Light Cone
Patience Is All You Need will be the best-suited Light Cone for Luka; however, if you can't get your hands on it, you can also go with Incessant Rain as well.

Increases DMG dealt by the wearer by 24%. After every attack unleashed by the wearer, the wearer's SPD increases by 4.8%, stacking up to 3 times. If the wearer hits an enemy target that is not afflicted by Erode, there is a 100% base chance to inflict Erode on the target. Enemies afflicted with Erode are also considered to be Shocked and will receive Lightning DoT at the start of each turn equal to 48% of the wearer's ATK, lasting for 1 turn.
Incessant Rain
Increases the wearer’s Effect Hit Rate by 24%/28%/32%/36%/40%. When the wearer deals DMG to an enemy that currently has 3 or more debuffs, increases the wearer’s CRIT Rate by 12%/14%/16%/18%/20%. After the wearer uses their Basic ATK, Skill, or Ultimate, there is a 100% base chance to implant Aether Code on a random target that has been hit by the attack and also does not currently have an Aether Code on it. Targets with Aether Code receive 12%/14%/16%/18%/20% increased DMG for 1 turn.
Best Relics
Champion of Streetwise Boxing (4-piece) is the best Relic set for Luka, but if you don't have it, you can go with Musketeer of Wild Wheat (4-piece).
Guard of Wuthering Snow
- 2-Piece Bonus: Increases Physical DMG by 10%.
- 4-Piece Bonus: After the wearer attacks or is hit, their ATK increases by 5% for the rest of the battle. This effect can stack up to 5 time(s).
Genius of Brilliant Stars
- 2-Piece Bonus: ATK increases by 12%.
- 4-Piece Bonus: The wearer's SPD increases by 6% and Basic ATK DMG increases by 10%.
